The Japanese gay movement (tiny and ignored as it is) makes use of them to some extent, but there's no mainstream association like there is in America. You can find plenty of places of business in Japan, bars for example, that have rainbow motifs or logos. As an American, you'd expect that they are gay bars, but in all likelihood they are just a plain old bar!
