Those characters look curiously suspiscious to Ness and Lucas... OMG Ray hacked the game! I just assumed that he went to Sakurai, and convinced him to allow Ray to input a Toon Tim and Ray into the game for a special limited edition. Then Ray took that edition and published it for us.
